Latest news on the Cwrt Y Gollen redevelopment area

A Planning Application (09/03405/OUT) was submitted to the Brecon Beacons National Park Authority for "Redevelopment of the former army camp at Cwrt y Gollen for comprehensive mixed use development comprising residential development (C3), employment provision (B1), a pre-school day nursery (D1), a residential care home (C2), open space provision including allotments, community orchard, sports provision and associated infrastructure works". The application was registered as valid on 10th July 2009.  The site area is 24.80Ha.

  • The application is in Outline, wth all matters reserved for future approval, apart from access. 
  • The application includes residential development of approximately 200 homes - 30% of which are to be affordable housing
  • A residendial Care Home
  • A day nursery
  • Employment
  • Open space
  • Sports facilities (tennis club)
  • Infrastructure improvements
  • Conversion of existing buildings into employment and community facilities
  • Biomass plant for 100% heating supply

On the 5th of September 2008 the National Park Authority approved a development brief for Cwrt y Gollen.

Authority Endorsed Development Brief

Cwrt Y Gollen is a site allocated for "mixed use" in the Authority Approved Unitary Development Plan (UDP).  Appendix 9 of the UDP contains Development Principles for the site. 

The site lies between Crickhowell and Glangrwyney.  The location and context of the site can be seen in the following aerial maps:

The Development Principles were a starting point for a more detailed Development Brief to be approved by the National Park Authority as a basis for the eventual submission of a planning application.   The National Park Authority set up a Steering Group to fulfill this task. Minutes of this Group are available below.

By bringing together representatives from all the key authorities, the aim is to work together to achieve an agreed vision for the development of the site.

 

Membership of the Steering Group includes

  • local community councillors - from Vale of Grwyney Community Council and Crickhowell Town Council. 
  • County Councillors from Powys CC and Monmouthshire CC,
  • the landowners and consultants,
  • Members of the National Park Authority
  • Officers of the National Park Authority
  • Officers of Powys County Council 

In addition the Steering Group has set up three Sub-Groups to look more closely at:

  •  Design Considerations;
  • Facilities and Services;
  • Community Impact and Enhancement.

 Membership of the Sub-Groups includes representatives from agencies and organizations with specific expertise as well local community interests.
