What is a Local Biodiversity Action Plan?

A Local Biodiversity Action Plan or LBAP is an action plan, that is usually produced by a partnership of local organisations and people, which aims to protect and enhance the biodiversity of a local area. The local area may be a county, district, parish, village or town, an individual site ... or of course a National Park.

The key functions of a LBAP are:

  • To ensure that national targets for species and habitats (identifed in the UK Action Plan) are translated into effective local action,
  • To identify actions to benefit species and habitats which are considered to be important locally, and which reflect the values of local people,
  • To develop effective local partnerships,
  • To raise awareness of the need for biodiversity conservation locally,
  • To ensure that opportunities for conservation and enhancement of the whole biodiversity resource are fully considered,
  • To identify and maximise the use of local resources for LBAP implementation; and
  • To provide a basis for monitoring progress towards achieving biodiversity conservation targets.
