Local Development Plan

What is a Local Development Plan or LDP? A new type of Development plan which came into effect in Wales in 2004 through a change in planning law.

What is the difference between a Unitary Development Plan (UDP) and a Local Development Plan (LDP)?

LDPs are intended to be more concise documents, prepared in a shorter time-span, whilst also increasing the opportunities for public consultation.  The final LDP will include a set of development policies and will take approximately 4 years to produce.  The LDP will eventually supersede the UDP as the development plan for the National Park.  It will cover a rolling 15 year period, with regular monitoring reviews.

NOVEMBER 07:

  • Stakeholder Workshops:

Our main partner organisations were invited to help us establish the key strategic issues facing the National Park.  Through the workshops we worked up a draft "Vision" for the Plan and a set of "Strategic Objectives".  A report of the workshops will be published shortly.

  • Draft Issues Papers Published:

Drafts of LDP Issues papers are now available.  Please use the left hand links to download. 

These papers were used to inform discussion at the Stakeholder Workshops held in November.  Please note that they are drafts.  The intention is that these documents will evolve throughout the preparation of the LDP.  Additional information and data will be added as it becomes available. 

OCTOBER 07:

  • Candidate Site Register now open: 

The candidate site register is your chance to tell us about land which you wish to be considered for development in the LDP.  If you have land which you wish us to consider please use the forms on the left hand menu.  The form is available in PDF or MS Word format if you wish to complete it electronically.

Candidate site submissions allow us to ascertain the availability of land for development during the Plan period.  Applicants should note that there is no guarantee that sites suggested at this stage will be taken forward into the LDP.   All candidate sites will be considered on their own merits and will be assessed against set criteria.   All sites received will be included on a Site Register that will be available for inspection at hte National Park HQ in Brecon and updated monthly on this website.  

The closing date for candidate sites is 1st September 2008.

  • WAG approves Delivery Agreement: 

The Welsh Assembly Government has now given its formal approval of our Delivery Agreement.  This is the final version of the document.   Delivery Agreement - October 2007.  A draft of the document went to public consultation between 19th August and 22nd September 2006.

The Delivery Agreement contains our "Project Management Timetable" which sets out all the key dates for the preparation of the Plan.  It also contains the "Community Involvmenet Scheme" which explains how we intend to involve the community in Plan preparation.  The Delivery Agreement acts as the Authority's contract with the Welsh Assembly Government in relation to timescales and community involvement.

SEPTEMBER 07:

  • WAG passes LDP commencement Order: 

The Welsh Assembly Government has now passed an Order which gives the Authority official authorisation to cease work on the Unitary Development Plan and begin work on the Local Development Plan process.

COMING UP

COMMUNITY ENGAGEMENT - December 2007 to November 2008

We will be engaging the communities of the National Park to help build consensus on the strategic direction of the LDP.  This will involve finalising the vision and objectives of the Plan whilst also identifying a number of strategic spatial options for achieving them.

NEXT STEPS - LONG TERM

Once the strategic direction of the Plan has been agreed, a Preferred Strategy proposals document will be published and consulted on for 6 weeks.  This will set out the LDP Vision and Objectives the strategic spatial options considered and the chosen Spatial Strategy.  At this stage comments will be invited on the 'Preferred Strategy'.  Further details of the future LDP timetable can be found in our 'Delivery Agreement'
